Interesting how they view China as a bigger threat, cannot say they are entirely wrong in that assessment...but the rest of their surface fleet has issues too, submarines are a cheap and easy way for nations to project naval power, but even then there has to be a surface fleet component to support it.  It appears Indian desires for a larger surface presence with carriers and other capital ships has fully waned.
