Absolutely. History is full of such people, whether petty Third World dictators or infamous ones like Hitler and Stalin. His "Mussolini chin lift" tells you everything you need to know.

Plus his propaganda machine has been working overtime -- in concert with the more generalized propaganda of the Left for decades -- to convince his supporters that they are righting a wrong. This makes them all the more dangerous, because they will do what they do with the approval of their own conscience.
