7.5 million people and being one of the top 5 cities in China isn't exactly a ghost town.

The construction of cities is just an example of top down production goals, designed to make the regime look good, being met regardless of reality.  The bureaucrats have to meet whatever objectives they are dealt, period.  For a time it looks good, but then reality sets in.
