It used to be understood that the job inherently came with a level of danger precisely because of that fact that a policeman is not supposed to have an aggressive posture at all times. In other words he may have to approach some people who are almost certainly hoodlums but can't just go in gun drawn already. That might put the policeman at a tactical disadvantage if the hoodlum did something, but that was considered one of the inherent dangers in the job.
Oh well. Those days are long gone. They act like armies of occupation now, so they shouldn't be surprised when the citizenry starts acting like partisans.
