ETA - How is a treaty that is not a treaty supposed to work if it is "executive to executive" and unenforceable? If it is "executive to executive" it by definition is a treaty...but if it is not a binding agreement it is worse...it is garbage pretending to be a treaty or pretending to be an illegal "executive to executive" agreement in the guise of a treaty...
