The "rebate" on taxes couldn't be big enough for most businesses to risk opening their bathrooms to the homeless. When I worked in a grocery store, we avoided allowing customers to use the bathrooms. We regretted it almost every time someone talked us into using the can. Yuck.......
Let alone a smelly mentally ill person in someones place of business, yeah that will work out well. And liberals wonder why some retailers prefer locating in mall or shopping center rather then a public street.
