The presidency and the Supreme Court both need to be reeled back in.  This idea that presidents can deploy the military whenever and wherever they want has to go.  Going back to the Tonkin incident, this idea was a mutation of the limited authority presidents had so that our security wouldn't be hamstrung by procedural formalities in the face of actual or imminent attack.
