Its probably pretty easy - just lace the popular drug of choice at that college with some psychotropic drug that turns you into a paranoid and violent  reaver for a few hours, and then wait for the drug and a gun-owner to co-incide  so you can politicize it. Its would likely start making rape incidents rise too  so win-win

It would be great to look at the reports form these institutions and see if these shootings are part of a larger ( drug induced)  spate of violence..
