I just don't think he has the time...
There is a great book called the Case for Mars which demonstrates we already have the required technology for this trip. Both Fuel and Air and water can be easily manufactured locally on the red planet from the atmosphere itself. You need to launch multiple habitat beforehand - and get them all operating and manufacturing, and then send the astronauts ( that is the hard part - getting the humans there over a year in space with enough shielding they don't die of cancer) A lot of missions also concentrate on doing a year journey out, to stay a month and then return for another year. It would be far better if they stayed for 8 months and then returned in the next window.. but yeah, this isn't going to happen because 1) a real new settlement would result in a lot of thier best and brightest escaping the plantation 2) we have to clear the economics/social hurdle first.
If he gets it done that is great, but as he himself admits, his window is closing.
