I don't know the exact rules but as many as you see openly protecting malls and business', I assume yes.  Not a lot of armed robberies of banks when the guards are packing sawed off shotguns.

I am trying to remember...been a long time for me and a lot of those brain cells were probably flushed decades ago...but...I think the cities back then were more regulated than rural areas...pretty sure farmers were allowed shotguns and small handguns for fending off thieves or butchering the family meal...I'm sure those in the cities with a need and the right connections and payments can get permission for whatever though...
