First, this sounds ridiculous...it seems a stretch to think Ukraine decided opening a two-front war with Russia in Crimea and Donbas that would need to be fought primarily on land but also in the air and in part at sea...seems far fetched. 

Second, not knowing the provenance of this so-called Decree 117/2021 it's possible it is a fiction used as a pretext.

Third, NATO and Biden are in no position to do much of anything in this area no matter who starts it.

It seems to me the most logical answer here is a Russian campaign to intimidate Ukraine and taunt the weaklings in the West.  But this doesn't mean an idiot may not make a decision that leads to chaos...people are accident prone and there are idiots enough all around more than capable of making tragic mistakes.

The Zelensky decree is real. I doubt he would have done this without US support but I could be wrong. After this decree Biden said that Ukraine had the firm backing of the US, which likely encouraged him or gave him the wrong idea. Then Ukraine moved armed forces up to the cease fire line, in violation of the Minsk agreements. I am too lazy to support this with lots of links or direct quotes.

In short, the Kiev govt escalated the situation from the former status quo. The Duran and Alexander Mercouris have beat the diplomatic angle on this to death on youtube. Germany and France told Kiev to de-escalate the situation. They did the previous mediation and did not include the US under Obama as they feared the US would screw it up. Seems they don't want a war in their back yard.

I watched a video clip from CNN on Ukraine. Nothing they reported was false but they did not provide any context or provide the other side. They flew in with the Ukraine president and visited their side of the conflict line.
There were the Minsk agreements mediated by France, Germany between Ukraine, Eastern Ukraine, and Russia. US was not included on purpose. This agreement included set distances for armed forces to stay away from the conflict line, different for each weapon type  .

Zelensky is in political trouble because Ukraine govt sucks. So he shuts down 3 Russian language tv stations, writes an executive order/whatever saying he will not wait for western approval to seize Crimea, and advances his forces to the conflict line.  In response, Russia moves their forces to the border. Biden say he backs Kiev but kinda walks it back, Germany and France both intervene and kinda tell Kiev to grow up. The Duran guys cover this, to death.

Jives with my belief that if push comes to ouch...JoeFraud and his merry band of DemCom morons will cut and run.  The optics (as always, and is largely based upon what BS they and their water-carriers in the MarxistMedia think they can get away with) on this are not very clean...the DeepState do indeed want to see their weapons tested, but at arms length in Ukraine they are not going to want to risk flubbing their shot at "winning" (their words not mine) a war with Russia with unreliable partners on uncertain ground...there are better avenues for conflict.

There are two legitimate reasons I can think of...

1)  Going to the Northeast corner of Turkey (the Southeast corner of the Black Sea) affords a decent proximity to Northwest Iran that can be advantageous for intelligence and support as well as a nice spot to launch drones and missiles from should  the need arise.

2) Visit neighbors: Turkey, Bulgaria, Romania...Ukraine (though I would not want to park at the latter for safety reasons).

For puppet JoeFraud outfit...if the DeepState wants to tool around as close to Crimea, Kerch and Mother Russia proper to piss her off...they will order it.
