He was a big time contributor to Nixon's campaign, and was made Under Secretary of the Navy, then SecNav when Chaffee departed.
He made a few unguarded comments while SecNav.  When Nixon was questioned by the press about his comments, Nixon responded:
"It just goes to show you it doesn't take a lot of smarts to be SecNav"
