That sort of thing has been going on for a along time.
Most terror plots the FBI busts are ones they started themselves.
I remember a related incident in Minneapolis. They tried to entrap the mentally troubled daughter of Malcolm X for paying an informant to kill the alleged killer of her father.
Then local leftists came forward and said he tried to get them to place bombs etc. They threw him out and offered to testify. The case was dropped.

Meanwhile, the US southern border is wide open with lots of potential terrorists coming through. I was a little worried for years about Iranian trained soldiers coming in and waiting.
