So...

While they're watching their little doohickey do its thing there are scumbags dealing dope on the street, girls getting raped in alleys and bangers capping someone etc and this thing magically stops crime dead in its tracks?

Uhh huh...

Hey, doesn't a law-breaker have to break the law first AND have a valid license plate on their (own) car AND be in the area where Mr. LazyCop is cruising by with his doohickey pinging away for the magic to occur?

Sounds like just an expensive system to primarily get Mr/Mrs Outstanding TrafficTicket to get tapped for more fines!
