I'll bet that the current wind speeds were also found in the historical records and not too long ago. So this was predictable.
I recall that electric production from turbines goes up/down with the third power of the wind speed. So
2 MPH gives 8
10 MPH gives 1000
So if wind dropped from 10 to 2 MPH you would need about 100x more turbines to make up for that.
