I agree with one caveat:

We need to supply weapons. All kinds of weapons: heavy, light, medium, flame throwers, whatever.

To both sides.

Delivering ammunition at high velocity would be more cost effective.

I like your thinking but I would want to design in a little "planned obsolescence" because you know that eventually these weapons are going to be turned back on us...
