What a load of crap!  He is saying it is OK to violate free speech, and he is tossing in the lame excuse over preventing violence as a backstop!  Neither positions are legal.  But, if being intimidated by imminent fear works for this asshat, he better fear We the People storming his ivory tower and dealing with his ass if he persists in ending our freedoms!

As you can see here, this Judge has some issues with the truth, so no surprise he has issues with the law!

Now I can't remember where I read it ( was it here) but if this was fears about violence towards someone wearing a LGBT T-Shirt, how do you think this ruling would have turned out?
