Actually, this s an excellent self-defense strategy, and wouldn't take much to build one of your own. Think Blue Ray Class III lasers. Your enemy is a lot easier to pick off when they can't see, and never will again. Just remeber to pulse it - you don't want to start fires. The scanning can be easily controlled using a couple of robotics hobby  servos and an arduno based processor kit

Its better than nothing, and there are times when you probably don't want to permanently blind the targets you might be aiming at. (i.e., when you are unsure if the target is a black govt military group come to take your weapons, vs. you neighbor or relative paying a surprise visit)

I have a Fenix TK-40. It is an amazing light. The fast-strobe would be quite disorienting to anyone on the other end.
