I rather suspect this kid is head of the class. I appears to be full fledged sarcasm  in response to a lecture the youngster didn't appreciate, and yet was forced to write a thank you letter for.  Supreme lord of the universe.. pretty dang sweet. Yeah, that is sarcasm. Probably sarcasm learned while watching Monty Python and reading Douglas Adams. If not sarcasm, then definitely an attempt to be funny ( worked)  At not time do I believe a 4th grader ever became this excited about a visit from the weatherman, one that probably included a stern lecture on Global Warming to boot.
