Not explicitly, it uses terms like "money" and "coin" which in the vernacular of the time meant coins of gold and silver from every nation and financial transactions based on that.

The self-admitted Ronulan should also dispense with the idea that gold in and of itself is not fiat, the word "debase" came into widespread use by nefarious rulers cheating the people...don't think it cannot happen again mister, we've seen tungsten in gold bars more than once!  Caveat emptor!

But in basic principle the dude is on the right track.
We are now where The Founders were when they faced despotism.
