Sure. It'll be another case of "Yes you have a 1st Amendment right, and no one is taking it away from you. It's just that in order to maintain a FFL you have by implication voluntarily forfeit that right."

I've still yet to come up with an adequate description of this tactic they use. It's their way of making rights meaningless by making virtually any personal endeavor subject to some sort of "voluntary" forfeiture of rights. "Sure you have 4th Amendment rights. You also have the right to not travel by airplane."  And so it goes.
