This might be worth a shot. It's $50 for a lower receiver that you can get without paperwork and a modest amount of work to finish it off.

That's more than a modest amount of work. A modest amount would be assembly but with this you need to play machinist. I'm certain my brother can do it on his mill and perhaps he'll do one when it warms up.
