I used to work in an office building in St. Louis Park, an inner-ring suburb of Minneapolis. Every few months we'd see helicopter training exercises. They'd run a similar pattern each time, circling and criss-crossing; diving and climbing over the same area, every time.
Seems like a valid exercise to me - until they start firing blanks over the population. Without knowing, I would guess that helicopter training in urban areas has a long and broad precedent. War games, however, is something new. We should all be alarmed at that.
