Russian Subs to Antarctica

Completely divorced from DC's current scandals here is another straw from our political leadership illustrating their long term suicidal tendencies.

Arms Control Association - June 27, 1996: By a vote of 960, the Senate approved the "Defense Against Weapons of Mass Destruction Act of 1996," a follow-on to the Nunn-Lugar security assistance program. ...; and continue on-going measures under the original Nunn-Lugar program to safeguard, dismantle and destroy nuclear weapons in the former Soviet Union.

Eagle Speak - November 23, 2007:  ... Congress is spending $448 million dollars on reducing Russian nuclear weapon systems. Perhaps they are not aware, but this fiscal year Russia is spending 10 billion Rubbles, or roughly $411 million dollars on new Borei Class ballistic missile nuclear submarines.

In other words, by paying the cost of decommissioning nuclear weapons for Russia, Congress is giving Russia a free pass on the responsibilities of life cycle costs of being a nuclear power, and thus enabling Russia to build more nuclear weapons and more nuclear weapon delivery systems like SSBNs.

Reuters - Jun 1, 2013: Russia will resume nuclear submarine patrols in the southern hemisphere...They plan to send Borei-class submarines, ..., to the southern hemisphere ..."The revival of nuclear submarine patrols will allow us to fulfill the tasks of strategic deterrence not only across the North Pole but also the South Pole,"  - Itar-Tass

We have ceded the Arctic now we are ceding Antarctica to a navy we paid for.
It's a more dangerous scandal than bozo the coke king's antics.

Senators Nunn and Lugar leave the
White House in 1991 after briefing
President George H. W. Bush on the
Nunn–Lugar legislation

My great aunt who lived down in the basement used to say,
"let's burn it down and dance by the light of the fire".

More: Nunn-Lugar Program’s Future Uncertain (November 2012)   In a potential setback for U.S.-Russian relations, Moscow said in October that it would not sign an agreement drafted by the United States to extend the two countries’ 20-year partnership to dismantle and secure Russian weapons, materials, and delivery systems left over from the Cold War.
