More often than not the bully is only part of the problem.  It's the parent of the bully that allows it.

I started getting in a morons grill and thumping his chest when a boorish jackass I ran into at one of my nephews games a couple years ago was rooting for kids on the opposing team to hurt other kids.

I was saddened that I was the only male confronting these ghouls...there were 3-4 other confrontations going on...all of the rest being led by  mothers!

My jackass backed down...much to my disappointment...I guess I came off too scary again...I really wanted him to take a swing at me...   ::evil::

At least some of the moms weren't going to take goon-cheering sitting down...the gene pool isn't entirely lost!
We are now where The Founders were when they faced despotism.
