I’m a National Preparedness EAS {Executive & Adminstrative Schedule] field employee (HQ department). As a field employee I have to travel (by car) as part of a multi state responsibility to monitor exercises and give trainings. We are made to go to a yearly PO conference at Bolger Academy in Potomac, MD, and stay at the Bolger Hotel there (Free Breakfast, Lunch, and Dinner-who’s paying for this, the PO of course). This is what happens when the PO HQ hires an outside contractor (with no PO background), and makes him a PCES in charge of 60 people nation-wide. We were just told of a new scheduled NP conference (been going on for years) at Bolger Academy this December 3-6th 2013 for a week of trainings/meeting time for all NP personnel (workers and managers).

And in case you were worried the Bolger is IACC approved.  The IACC is an organizations that sets standards for conference centers including what kind of tables and chairs the conference center can use.  Sounds like the kind of thing a government agency would love. It's hilarious reading the requirements. I bet there's some postal rule that they can only have conferences at IACC approved facilities.  lol

This is just from going to IDP's original link.  I haven't looked at much. But think not only have bureaucrats at every gov't agency we have specialist within each who are being trained to think they are going to protect the gov't.

Between October 25 and 28 a major urban security training event and trade expo will invade Alameda County, Calif. Urban Shield, now in its seventh year, is a marketplace of repressive ideas and technologies.
The mood on the expo floor is largely convivial and friendly, with stalls staffed by as many bored salespeople as over-enthusiastic product pushers. Alongside fearsome military technologies are everyday objects like flashlights, mobile phones and bicycles. These signs of ordinariness stand as reminders of how normal the militarization of society has come to seem.
The stated goal of Urban Shield is to improve “regional disaster response capabilities,” but rather than fostering community-focused crisis response, it presents a view of our “high-threat, high-density” cities as always, already violent spaces. This vision of urban life dehumanizes and criminalizes public assembly and nonviolent protest.
The annual event has a variety of backers, including the Department of Homeland Security and over 100 police and military agencies. It features a wide-range of corporate partners peddling their wares from Black-Ops Airsoft training guns to Safariland Group’s body armor and “less lethal” tear gas line. The past participation of governments like those of Bahrain and Israel has already come under scrutiny from journalist Max Blumenthal. This year Urban Shield will host representatives from even more countries, such as Brazil, that are currently struggling to quell popular uprisings and stabilize their international image……..

Urban Shield is a general emergency response exercise that focuses on containing and suppressing civil protest and so-called anti-terrorism activity within the USA. So it is both disheartening and insulting that the Urban Shield 2.0 War Games were held here in Oakland, California where the world renowned Black Panther Party for Self-Defense organized to eliminate police brutality and espionage against African-Americans and other marginalized communities.
Although this 3-day event, held the weekend of October 25th, 2013, was all but ignored by mainstream media, it was well attended by global weapons dealers, private security corporations, surveillance companies, and worldwide and as well as local policing agencies. Many received tactical training on the use of chemical weapons in urban settings from elite members of Israeli Special Forces. Who better to teach terrorist tactics against civilians than those responsible for terrorizing Palestinians in their homeland (Palestine) for more than half a century? Is Oakland to Urban Shield what Palestine is to Israeli commandos?
According to the Urban Area Security Initiative’s Bay Area Homeland Security Strategy 2012–2014, “…the Bay Area is home to many international and domestic terrorist organizations, making it a prime location for potential terrorist attack.” (http://disarmamentactivist.org/feed/) However, the Bay Area is home to many freedom loving, justice-seeking, every-day citizens, multi-cultural entrepreneurs, community activists, cultural artists, and human rights advocates. Are “we, the people” that the 2.0 War Game participants are planning to go to war against?
These days Occupy-Wall-Street participants and other civilian protestors are scrutinized, the homeless are criminalized, the poor are stigmatized, and the people are penalized both in this, and by this homeland. US citizens as well as America’s foreign allies are spied upon. Personal privacy has become extinct since cyber-security, GPS locators and other computer programs monitor our every move and capture every aspect of our lives. Are we victims, targets or the enemy?
Inside the myth of freedom, the general population is quickly becoming “public enemy” to a plethora of private entities that happen to be funded and supported by government agencies. Not much homeland security can be expected when urban weapon and assault games are being held in one’s community. On the contrary, Oakland’s Urban Shield 2.0 War Games typify how we, the people are being terrorized by America’s homegrown, homeland insecurities. Maybe there is more to fear than fear itself. As Thomas Jefferson stated, “… when the people fear the government there is tyranny; when the government fears the people there is liberty.”

Over the past six years, Urban Shield has continued to grow into a comprehensive full-scale regional preparedness exercise. We once again assessed the overall Bay Area UASI Region‘s response capabilities related to multi-discipline planning, policies, procedures, organization, equipment and training. Urban Shield tested regional integrated systems for prevention, protection, response and recovery in our high-threat, high-density urban area. The exercise evaluated our existing level of preparedness and capabilities, identifying not only what we do well, but areas that may be in need of improvement. This After Action Report is intended to assist in prioritizing upcoming expenditures in order for the region to become more prepared for any type of critical events in our area.

The overarching goals of Urban Shield was to provide a multi-layered training exercise to enhance the skills and abilities of regional first responders, as well as those responsible for coordinating and managing large scale events. This exercise was designed to identify and stretch regional resources to their limits, while expanding regional collaboration and building positive relationships. In addition, this exercise provided increased local business and critical infrastructure collaboration. Urban Shield challenged the skills, knowledge and abilities of all who participated. It not only improved regional disaster response capabilities, but provided a platform for first responders both nationally and internationally, as well as the private sector, to work efficiently and effectively together.

The Alameda County Sheriff’s Office (ACSO) will host Urban Shield 2013, a planned training exercise involving local, national, and international first responder agencies.  This event begins Friday October 25, 2013 and ends on Monday October 28, 2013.  This 48-hour exercise will be managed utilizing the National Incident Management System (NIMS) and the Standardized Emergency Management System (SEMS).  The event incorporates the guiding principles from the National Response Framework (NRF) to assist tactical teams as well as all first responders, to prepare for and provide a unified response to disasters and major emergencies.
Urban Shield will be separated into 8 operational Area  Commands designated Black, Gold, Green, Purple, Blue, Silver, Red, and Orange.  There will also be an EMS Branch and a Medical Branch. 

Tactical Response teams will participate in 36 individual events ranging from Active Shooter/Immediate Action Team scenarios to detecting radiological devices or materials. Teams will arrive on October 25, 2013, and receive mission and safety briefings as well as an introduction to the latest technology to be used in the training scenarios.  In addition, each team member will be subjected to a medical assessment and firearms qualification at the Alameda County Regional Training Center Range Facility.
The training events began at 0600 hours Saturday, October 26, 2013, and culminate after four 12-hour operational periods, on Monday October 28, 2013, at 0600 hours.  Participating teams will be introduced to the latest in tactical medical treatment options and receive updated information on treatment for any injuries or health issues during the event. Ongoing medical evaluations will occur at Mobile Medical Checkpoints located throughout the exercise for any medical issues experienced by team members.
Throughout the scenarios, teams will be confronted with events averaging one hour or more in duration designed to test their training, preparation, and decision-making. Teams will use technology provided to them for use during the scenarios and will be debriefed after each scenario for their immediate feedback concerning the technology presented to them.

This event is not limited to teams from the Bay Area.  It is open to any team wishing to participate.  In past years, teams from the Boston Police Department, the French National Police and other national and international jurisdictions have participated.  Observers have come from many international areas including Bahrain and the State of Israel.  In 2011, teams from Jordan, Bahrain and the State of Israel participated in the training scenarios.

Urban Shield is a unique tactical training exercise involving thousands of hours of planning and preparation. The event allows participating agencies a practical opportunity to evaluate their tactical team’s level of preparedness and ability to perform a variety of intricate first responder operations. The dual benefit of this event allows each agency to evaluate its own tactical capabilities while training together with EMS, Fire, and EOD to identify our ability to cope with large scale events at a Regional level.
