The really sh*tty thing is the Army had no business whatsoever being there, it was a civilian matter. MacArthur really fukced up on that one.
Washington has his blemish too, the Whiskey Rebellion, he should have taken a pass on that exercise.

It's still illegal because booze-tax is a cash cow.
