I so not know details but IMO they piss away lots of money. They will retain lots of admins and specialists and fire english teachers.
IMO MVHS pissed away tons of money.
In 1990s we had  a Siberian exchange student in Eagan. She was shocked at the money spent.
Watch some docs on current Russian schools some time. Little change over time.  First class teachers but mostly low tech.
Kids have the same classroom teacher in grade school then another in HS. It is  big deal.
Putin brought his teacher to the inauguration.
