I wish I could prove the following hypothesis:

Because the federal government is on the hook for unemployment compensation for those states that have unemployment greater than ten percent (after the state funds run out after six months?) then

It is in the financial interest of the United States Government to find as a fact that unemployment has dropped to under ten percent.
