The Seattlunatics did this last year. A bunch of the homeless took the city to court, arguing that they were prevented from retrieving their personal effects. The city lost and now is on the hook for multiple tens of thousands of dollars to replace official documents, etc. to the homeless.
The irony is that a different department of the city helped set up the camp in the first place.
