Maybe Ukr farm land is collateral.
I heard that getting the money through was more important than keeping the war going past the election.
Also, there are reports that many weapons to Ukr were sent without being paid for. So the aid bill is needed to
make the books match reality so maybe newer weapons will not be sent to match the new money.
