Well, duh!  That is a central part of his strategy!  Weaken it within and populate it with people who will carry out your commands without question and reduce the size so they are forced to withdraw from the world so they can be employed against citizens not accepting the transformation of America into a full-blown police state.

All part of the radical progressive plan.

And the GOP is dying an unable to stop it.
