A biting 58-page report released Thursday concluded that police violated the Fourth Amendment of the U.S. Constitution, including by shooting an underwear-clad hostage victim and an unarmed driver who made an illegal turn.

Step One - Agitate the mindless feral drones in the target area, importing experienced agitators is best.

Step Two - Use social media to announce planned "protests"    as soon as the police shoot any black person for any reason.

Step Three - Pour gas on the "protest" until it is a full-blown riot replete with vandalism, looting and assaults.

Step Four - Keep the anger in the mindless feral drones stoked.

Step Five - Wait for the Obama Regime to step in with nonsensical instructions that result in impossible to execute/impossible to achieve results.

Step Six - Continue to agitate until police morale is so low that turnover begins to exceed 60%, then populate the police force with suitably compliant officers that look the other way to black misbehavior and instead focus on the real criminals - whitey.
