Jeez. 

Cheating the employees is one thing, hosing the state out of its cut, we'll, that will get attention.  This business was going under, and it appears nobody in management gave a rip and didn't know what to do...I guess the idea of selling off underperforming assets never occured, though I have no idea what their balance sheet looks like, they could be overburdened with debt, in that case they were likely doomed anyway.  This certainly looks like more than just mismanagement...
