That could be labeled an improvement and qualify for a grant.

I'd have fun writing that mission statement, but I am filled with too much self respect to go begging government bureaucrats for taxpayer funds for something I am capable of performing well enough on my own!  In the name of philanthropy I'd do it as a public service for the American people.
