Perhaps the system was neutered when the fleet of 15PO11 rockets were dismantled, maybe this one was left intact or relocated onto a newer rocket...who knows?
Anyway...people (I know that is a stretch...we are dealing with politician's and politically-oriented REMFs here) have to be smart enough to know that getting happy with nukes can lead to a lot of bad things...but smart is in short supply now days...
