Like a vote from Congress would stop Barry from doing whatever the h*ll he wants. 

I won't be surprised if one of his last acts would be to close it down completely.   It is one of his campaign promises,  and it would be a last offical middle finger to the public especially if Trump somehow is the incoming president.
