I would expect the NPV initiate to make it to SCOTUS before it is implemented. I understand the language which supports states doing whatever they want with their electoral votes.

I do not understand why small states would be stupid enough to do this. Presidential candidates will never waste their time or concern with Nevada if this comes to pass.

If it comes to pass there will be blood flowing down the streets of most every city and town...but if that is what they are after I will have no problem granting them their wish.

That reminds me of the exchange between Mrs Powell & Benjamin Franklin - a conversation which, btw, always appears in its abridged version - but here in the original:

I'm a bit shocked...a Democrat who actually understands what the Constitution says and affirms what The Founders intended!  A Republic...not a democracy!

“Once effective, the National Popular Vote Interstate Compact could diminish the role of smaller states like Nevada in national electoral contests and force Nevada’s electors to side with whoever wins the nationwide popular vote, rather than the candidate Nevadans choose,”
