No, terrorism exists for its own purposes, especially the Islaminal variant...there is NO appeasing that, only submission, servitude or death.
As for the others...all wars create refugees, most stay in their regions...debt, definitely unless you raid the conquered of everything, which the US hadn't traditionally done, though private enterprise (banana wars) do benefit as do the financiers...tyranny, depends on the situation, some ground is more fertile than others...our is becoming more ripe....
