Former Olavsvern Naval Base built for $4B by NATO (which means American probably coughed up the most I bet!) and Norway sells it to a private businessman for $5M...and then gives access to Rooskie ships snooping the area...and the liberal running Norway at the time is the one that sold it off...and his reward: NATO Secretary General.

Probably a quid pro quo for our use of Russian logistical support in the Ash Can.  The bulk of the fuel used in Afghanistan comes either directly from Russia or through areas they influence.
