I don't think there is any doubt the gun-running effort to terrorists is deep at the heart of this affair, but the cover up and the denial of military support and resulting death and military purges have to be addressed, and the parties best equipped to carry that out are derelict in their duty.  So while this report has some value it is by no means the definitive document that should lead to charges, trials, convictions and impeachments!

Said parties may also be fearful of repercussions.
