Title: Civil "servant" skips work for 6 years, nobody notices

The US is not the only country in the world with lazy public "servants".   A Spanish civil servant was about to get an award for two decades of loyal and dedicated service.   Only problem,  no one had seen him in 6 years.    Some believe he hadn't worked for the last 14 years!
