Here's how I understand the refusal to cut the funding:  because there were amendments to the bill that would have authorized certain actions in Libya, essentially gutting the demand that Duh Wun cease and desist, most of the House declined to put their imprimatur on even those activities.

Guess it would be inappropriate for Bonker to call a press conference, lay it out, and put them on the mat.  Oh noes, that would be rude!
