Only reason he wasn't dragged from his car and beaten to within an inch of his life is because there was a camera present.

Just to be clear, this young "man" was speaking to Stanly, not the officer. Apparently, the CHP allows this Stanley guy to ride along and film traffic stops for his "People Behaving Badly" segments on KRON Channel 4.
