And yet...for all that...

There's an elementary school near me. They have a sign that declares: "20 mph when lights flash". The lights come on in the morning, at noon, and in the afternoon to coincide with the comings & goings of the kids. There is a city cop who regularly sits on a side street and monitors the flow of traffic. He invariably tags someone every day.

It can't get any more obvious or self-evident what is required here but there are still those whose minds are not right  ;)
