Before even clicking I was thinking Japanese.

Yeah, it seems the Japanese culture has a tendency to produce perverts. The Germans have their fair share of them too. I think there's a vague correlation with cultures that have highly regimented social rules.
Supposedly there are vending machines in Japan that purport to sell women's used underwear. Maybe that's just an urban legend, I don't know because I've never actually looked to see if it's true.
