First, who isn't going to say they don't have concussion issues and get some dough?
Second, who gets to determine if the max of $5m is to be given out to a claimant?
Third, what is to prevent this from bankrupting the league and ending the game? Not that I care, frankly, it is all going towards tutu's, gentle touching only and scripted action anyway (despite what Harbaugh says...the last bastion of maleness is going to be flooded with estrogen)...the thing is dying, I say kill it quick.
