I'd be greatly disappointed, though, to learn Reagan ever did so.

I seriously doubt that he did . Reagan refused to enter the Oval Office unless he was wearing a suit and tie . That says a lot .

Condescending, confident and dominant
are the three words that I came across when I searched for the body language meaning of feet on desk.
The White House said it was because he's relaxed and confortable in the Oval Office.
Sure I believe that.
