At least when asking about assets they asked about cash on hand. It doesn't seem to have anything to say about boating accidents.

Nothing. If you read more closely they ask only first name, and tell you that you can use a nick-name

John Galt lives in a Valley in Colorado with no income - of course he is eligible!
John Galt is 45 years old and lives in Ouray County. He has no medical problems, no family, no housing expenses,no utility bills, no assets (besides his home, which doesn't count) and no income.

Food Assistance Program
