Can you imagine the furor that would be going on right now if George Bush was basically going through a checklist of foreign leaders and deigning to make pronouncements on who can stay and who must go?

Yes, I can. There would be open and multiple calls for impeachment from Congress and the International Criminal Court would be weighing in with threats, proclamations and edicts with the press having screaming, hysterical fits on national TV. The Republicans would have gone along with impeachment just to get everybody else to shut the hell up.
